Web Developer Position Description

Title: Consultant 

Location: Washington, D.C./Remote

This contract is a joint appointment between the Global Council for Science and the Environment (GCSE) and George Mason University (GMU). The consultant will work on a collaborative project at the intersection of data science, education, and climate resilience and sustainability. The specific goal of the project is to create a framework and replicable methodology to collect and analyze educational offerings down to the course level across the higher education landscape, focused initially on the study of environmental and energy resilience education.

The project will bring innovative approaches and methodology to build upon the more than 10-year history of GCSE in producing highly regarded, credible reports that analyze status and trends in higher education, especially in the fields of sustainability and energy.

Scope of Work

The primary responsibilities of the Consultant are to: 

  • Take primary role in creating an open-source, web based tool 
    • Write well designed, testable, efficient code by using best software development practices
    • Create a full-stack web application
    • Integrate data from various back-end services and available project databases
    • Gather and refine specifications and requirements based on technical needs
    • Create software documentation
  • Take primary role in the design of GCSE’s website for hosting the open-source web-interface
  • Consult and get feedback from the project team 
  • Collaborate with the project team in writing papers/reports for publication in academic and non-academic venues

Key Deliverables:

  • Updated GCSE website 
  • An open-source, web-based tool with a repository of valuable data sets about the current status of resilience education across institutes of higher education in the United States.


Required Qualifications:

  • Proven working experience in web design and development
  • Proven working experience in web programming
  • Experience in Ruby-on-Rails, Angular, React JS, and Javascript 
  • Data management experience incl. MongoDB and Elasticsearch
  • BS in computer science or a related field
  • MS is preferred



Terms of payment will be monthly with a not-to-exceed amount. 



Five month contract starting from August 1,  2022 and ending December 31, 2022.
