ERA 1 · 1990 – 2000

The Beginning:
Committee for the National Institute for the Environment

GCSE was founded in 1990 as CNIE with a bold mission — to improve the scientific basis of environmental decision-making by bringing about the establishment of the National Institute for the Environment (NIE). What followed was a decade of coalition-building, congressional engagement, and landmark scientific advocacy.

The Committee for the National Institute for the Environment (CNIE) is established with a mission to improve the scientific basis of environmental decision-making — and to bring about the creation of a National Institute for the Environment.

Early 1990s

Building a broad coalition

CNIE unites a remarkably diverse constituency behind the NIE concept: 284 universities, 84 scientific societies and academies of science, the U.S. Chamber of Commerce and 35 business groups, 17 state and local government organizations including the National Association of Counties and the U.S. Conference of Mayors, 50 environmental groups, and three former EPA administrators.

1997

MILESTONE

Congress directs NSF to study the NIE

CNIE successfully persuades Congress to direct the National Science Foundation (NSF) to study the creation of a National Institute for the Environment. The NSF's governing body, the National Science Board, creates a Task Force on the Environment in response.

July 28, 1999

NSB approves landmark environmental science report

The NSB approves "Environmental Science and Engineering for the 21st Century: The Role of the National Science Foundation" — recommending a bold initiative with a funding target of an additional $1 billion per year to implement nearly all activities proposed for the original NIE.

October 27, 1999

CNIE endorses NSB report

CNIE publicly declares its endorsement of the NSB report, stating: "The CNIE strongly supported full funding and effective implementation of all of the NSB's recommendations in an integrated fashion." CNIE suspends its call for a separate NIE to support the NSF initiative.

January 27, 2000

NAME CHANGE

CNIE becomes the National Council for Science and the Environment

To better reflect its evolved mission of "improving the scientific basis of environmental decision-making," CNIE officially changes its name to the National Council for Science and the Environment (NCSE) and adopts a new strategic plan — marking the end of one era and the beginning of the next.

Over two decades, NCSE built a national reputation as the premier convener at the intersection of science and decision-making — launching flagship programs, landmark conferences, and a growing portfolio of collaborative science initiatives.

January 27–28, 2000

FIRST

Inaugural NCSE Annual Conference

The first NCSE Annual Conference takes place, launching what would become one of the nation's most important gatherings at the intersection of science and policy. At this inaugural event, NCSE initiates the John H. Chafee Memorial Lecture in honor of the late senator from Rhode Island.

2001

NCSE Lifetime Achievement Award established

NCSE begins awarding the NCSE Lifetime Achievement Award to recognize exceptionally meritorious contributions to science and the environment — honoring individuals whose careers embody the mission of bridging science and decision-making.

2010 onwards

National reports on environmental education & research

Beginning in 2010, NCSE releases a landmark series of reports providing analysis on national trends in environmental and sustainability education and research — becoming a key resource for institutions, policymakers, and educators across the country.

2010s

Science–decision maker collaboration programs

NCSE develops a growing portfolio of activities focused on collaborations between scientists and decision-makers — building practical pathways for evidence-based policy and advancing a more resilient future across sectors and communities.

ANNIVERSARY

20th Annual Conference · 30th Anniversary

NCSE celebrates two major milestones simultaneously — the 20th anniversary of the Annual Conference and the 30th anniversary of the organization. Three decades of science in service of the environment, and a community stronger than ever.

ERA 3 · 2021 – PRESENT

Harnessing Local Action
for Global Impact: GCSE

In 2021, a new name marked a new era. The most urgent environmental and health challenges of our time are not limited by geographic borders — and neither is GCSE. Today, the organization connects scientists, educators, policymakers, and communities across 15+ countries to turn evidence into action.

January 27–28, 2000

FIRST

NCSE becomes the Global Council for Science and the Environment

NCSE officially becomes GCSE — the Global Council for Science and the Environment. The new name reflects the organization's commitment to harnessing local action for global impact, recognizing that the most urgent challenges of today cross borders and demand international collaboration.

2021 – Present

Global expansion across 15+ countries

GCSE grows its network of scientists, policymakers, educators, and students across North America, the Caribbean, Africa, and South America — building trusted pathways from learning to leadership, and from collaboration to real-world action.

Today

Three programs. One connected ecosystem.

GCSE operates three interconnected flagship programs — the Applied Solutions Network, Innovation Labs, and EnvironMentors — creating pathways from youth engagement and education through professional collaboration to senior leadership and applied research that informs policy worldwide.
